THE PRESENTATION OF THE UKRAINE-NATO TARGET PLAN FOR 2006
On April 14, 2006 at the MFA of Ukraine the presentation of the Ukraine-NATO Target Plan for 2006 took place, in the framework of the Ukraine-NATO Action Plan in the presence of Anton Buteiko, Head of the Interdepartmental Commission on preparation of Ukraine’s accession to the NATO.

Dear colleagues,
On April 7, 2006 the President of Ukraine signed the Decree № 295/2006 “On the Ukraine-NATO Target Plan 2006 in the framework of the Ukraine-NATO Action Plan”, which approved the Ukraine-NATO Target Plan 2006 and defined the reporting mechanisms on its fulfillment.
This document is accessed on the sites of the MFA of Ukraine, the presidential one and distributed among you for familiarizing in detail.
The necessity to adopt the Ukraine-NATO for 2006 is defined by commitments taken by Ukraine in the framework of the Ukraine-NATO Action Plan, approved at the Ukraine-NATO Commission meeting of November 22, 2002 in Prague, the Intensified dialogue between Ukraine and the NATO on the issues of membership and relevant reforms, launched at the Ukraine-NATO Commission meeting of April 21, 2005 in Vilnius and Ukraine’s readiness to joint the NATO Membership Action Plan, declared by our state.
The Ukraine-NATO Target Plan for 2006 in the framework of the Ukraine-NATO Action Plan identifies the strategic and middle term goals and priorities for Ukraine on the way towards the Euro-Atlantic integration which final goal is the NATO membership.
This document includes the list of concrete actions of both the internal character, which are to be met by the central bodies of the executive authority of Ukraine, and common Ukraine-NATO actions, which will be implemented with the North Atlantic Alliance assistance.
Due to the launch of the Intensified Dialogue between Ukraine and the NATO the Target Plan for 2006 by its philosophy, form and contents is similar to the NATO Membership Action Plan.
Implementation of the Ukraine-NATO Target Plan for 2006 will be an important step towards approaching of political, social, economic, defence, legal spheres of Ukraine to the standards, generally adopted at the transatlantic dimension, contribute to the realization of Ukraine’s strategic course towards accession to NATO.
Implementation of the Ukraine-NATO Target Plan for 2006 foresees also the improvement of some Ukrainian legal documents, currently in force, including possible adoption of new legal documents in concrete spheres.
During the first quarter of the current year there was already done the significant work to implement actions under the Target Plan. In particular, I would like to mention implementation of actions regarding administration of free and fair parliamentary elections in Ukraine on March 26, 2006, supporting activities of observers, creation of national system in order to coordinate cooperation with NATO (Decree of the President № 215/2006 of March 13, 2006), holding the second round of negotiations in the framework of the Intensified dialogue between Ukraine and NATO in March this year, implementation of other actions.
At present the central bodies of the executive authority, involved in the implementation of the actions, stipulated by the Target Plan for 2006, are finishing the process of submitting the first quarter 2006 reports.
Concluding I would like to underline that adoption of the Ukraine-NATO Target Plan for 2006 and implementation of foreseen actions will contribute to achievement of substantial progress on such directions as stabilization of political and economic systems of the state, democratization of the society, creation of efficient mechanisms of democratic civil control over the military forces, conducting of the defence reform and reforming of the security sector of Ukraine, forming of consensus within the Ukrainian society as far as Ukraine’s accession to NATO is concerned, solution of problems in bilateral relations with neighboring countries etc.
It is worth also to mention that the actions, stipulated by the Target Plan for 2006, meet the general necessity of Ukrainian society concerning the improvement of the state system and all spheres of the life regardless of Ukraine’s accession to NATO.

UKRAINE MAKES STEPS TOWARD NATO – MAP
During first months of the year 2006 Ukrainian side has made steps toward managing the coordination of executive bodies’ activity responsible for Euro-Atlantic integration and cooperation with NATO. On April, 13 the first meeting of Interdepartmental Commission in questions of preparation of Ukraine for NATO joining took place. The Commission was established by the Presidents of Ukraine order from March, 13, 2006 №215/2006 “National System of Cooperation Coordination with North-Atlantic Agreement Organization”.
In course of the meeting 15 Interdepartmental working groups in priority cooperation directions with NATO were created. It was decided that each working group headed by corresponding national coordinator will complete the corresponding part of the Target Plan – 2007 according to the cooperation field and taking into account new NATO members’ experience.
On April, 14 Anatoly Grytsenko, the Minister of Defence, announced that Ukraine had already prepared the MAP project with the help of NATO member-countries experts.
On April, 7 the Target Plan Ukraine – NATO accepted by the President of Ukraine was officially made public in the frames of the Action Plan Ukraine – NATO. As Anton Butejko, first deputy minister, head of the Interdepartmental Commission in questions of preparation of Ukraine for NATO joining stated at the official presentation of this document in the MAF on April, 14, “Target Plan – 2006 in its philosophy, form and content is close to NATO membership activity plan”.
Since the Intensity dialogue is not at all a long-term cooperation format – countries that had joined NATO in 2004 remained in this format not more than a year and a half. According to Washington NATO summit (1999) the Membership Action Plan (MAP) is the official and obligatory instrument of preparation for NATO joining. This plan is developed individually for each country – candidate on the basis of expert judgement of its problems and priorities.
In November, 2007 NATO summit will take place in Riga, in the frames of the summit the planned meeting of Ukraine – NATO commission will be held. In course of this meeting the decision may be made concerning giving Ukraine the MAP – a medium-term document with 2-3-year execution term. In order to have this decision made (at present some NATO members have some doubts in this question) Ukraine has to provide the formation of a capable coalition government with the priority of Euro-Atlantic integration.
Present state of the negotiation process on formation of democratic forces coalition still doesn’t answer the question of consensus intensity concerning perspectives of NATO joining. “Nasha Ukraina” Block officially states for the Ukrainian membership in NATO. Yulia Tymoshenko Block is prone to share this position, although with some doubts. The weakest part of the declared coalition is the Socialist Party officially stating against NATO membership. Despite the fact that socialist environment is not uniform and large number of its members could support the Euro-Atlantic orientation, the conservative center headed by Vinsky (generally supported by the party leader O.Moroz) insists on the non-block status. Can we expect a more flexible position from the socialists? Possibly yes, but the key to their flexibility is the serious personnel proposition of the governor pack. However, at present neither NU leaders, nor the President Yushchenko don’t want to discuss any personnel appointments.
So, coalition discussions will moreover testify the capacity level of the party elites to find such models of “interest exchange” that in future won’t torpedo the capability of the governmental coalition and could provide a logical and clear foreign policy course.
